Dr Julian Brown
GP & Eclipse Clinical Lead

Dr Julian Brown is a General Practitioner in West Norfolk and founder of Eclipse Solutions. His web-based systems are now protecting more than 28 million patients.

He has been a GP for 26 years and has had a special interest in diabetes since 2006.

He was the GP Prescribing Lead for Norfolk from 2008-2013 and the Long Term Conditions Lead for West Norfolk CCG from 2013-2015. He is considered one of the leading experts on admission avoidance systems and is researching the improvement of outcomes through automated patient feedback, best practice identification and patient self-management plans.

He is passionate about optimising health economics and admission avoidance through equality if care population health management.

Prof Anthony J Avery OBE
National Clinical Director for Prescribing, NHS England

Professor Avery OBE is a GP in Nottingham and Professor of Primary Health Care at the University of Nottingham. He is also a National Institute for Health Research (NIHR) Senior Investigator and member of the NIHR Greater Manchester Patient Safety Translational Research Centre. He was awarded an OBE in the 2022 New Year’s Honours list for services to general practice.

He is passionate about ensuring the safe, effective and appropriate use of medicines and has worked in partnership with healthcare professionals and patients over 30 years to drive forward research and policy development in prescribing and patient safety.

He has led a number of major studies investigating the frequency, nature and causes of prescribing safety problems in the NHS.

Mark Avery
Director of Health Informatics, CUHP and Health Innovation East

Mark’s role spans both Health Innovation East and Cambridge University Health Partners (CUHP). His role includes leadership of a portfolio of projects to develop capacity and capability in the region to integrate data to gain insights that inform health and care delivery and clinical research. He is Director of the East of England Sub-National Secure Data Environment (SN-SDE) programme and sits on the East of England NHS Digital Portfolio Programme Board.

Starting out as an information analyst, Mark has over 20 years’ experience working in the NHS across a range of operational, information, contracting and performance management roles. He is experienced in leading complex projects and programmes within and across hospitals, commissioning, third sector, and research organisations.

Dr Jessica Randall-Carrick
ICS Clinical Lead, Cambridgeshire & Peterborough &
Co-ordinator Deep End: East of England Network

Dr Jessica Randall-Carrick is an Early Career GP with a particular interest in promoting health equity. She is the C&P ICS Clinical Lead for Diabetes & Obesity, and Co-Leads CVD Prevention with Dr Val Thomas (C&P Public Health Consultant).

Jessica launched Deep End: East of England in September 2021, connecting those individuals & practices who are serious about improving the health & well-being of those communities who live in our most deprived areas, or face the most challenging socioeconomic circumstances. There are now Deep End networks in each of the six ICSs across EoE, seeking to support health & social care organisations to intentionally mitigate health inequalities, based on the established expertise & experience of Deep End Colleagues in Scotland & across the UK.

Dr Richard Iles
East of England CYP Asthma Lead & Consultant in Respiratory Paediatrics

Dr Richard Iles is a Paediatric Respiratory consultant who has held regional and national positions in the NHS. He was a Hon Senior Lecturer in Paediatrics at Kings College, London and a Consultant in Respiratory Paediatrics at the Evelina Children’s Hospital, Guys and St Thomas’s NHS FT from 2015 to 2021. Prior to this he was a Consultant and Associate Lecturer in Paediatrics at Addenbrookes Hospital / University of Cambridge for over 20 years. Dr Iles has a clinical and digital background, having been an application analyst for EPIC EMR Cambridge Build.

Paula Wilkinson
Director of Pharmacy and Medicines Optimisation, Mid and South Essex ICS

Paula is a pharmacist with over 30 years’ experience in a wide range of healthcare settings, including acute hospitals, mental health, learning difficulties, community health services, primary care including GP practice and community pharmacy, social care, pre-hospital and secure environments including prisons, police custody and SARCs. Paula has been pharmaceutical adviser to both West Midlands and East of England Ambulance Trusts and is currently Director of Pharmacy and Medicines Optimisation for Mid and South Essex ICS.

As well as Medicines Optimisation, Paula’s responsibilities include development and review of Value Based Commissioning Policies and managing the Central Referral Service team of clinical triagers and administrative staff. Paula’s wide clinical experience, together with her knowledge of budget management, contracting, commissioning, activity data and billing processes, means that she is asked to provide input into a wide range of CCG projects.

Dr Clare Hambling
GP & Chair of Primary Care Diabetes Society

Dr Clare Hambling is a General Practitioner with an interest in diabetes. She is the Clinical Lead for the National Diabetes Audit, Core Primary Care and sits on the Advisory Group for the National Pregnancy in Diabetes Audit.

Locally, she is Speciality Advisor for Diabetes & Obesity, and for PMH in Norfolk and Waveney ICS. She is interested in all aspects of diabetes, but in particular new models of care and how we can use data to improve outcomes and quality in patient care.

Shawn Haney
Population Health Development Manager, Norfolk and Waveney ICB

Norfolk and Waveney ICB Senior Population Health Development Manager, Shawn is responsible for developing and delivering Population Health Management projects throughout the region. Population health management is increasingly important for healthcare systems as it can lead to better health outcomes, reduced healthcare costs, and improved patient satisfaction.

It’s a data-driven, proactive approach that aligns with the shift toward value-based care, which emphasises quality and outcomes over the volume of services provided.

Samantha Weston
Business Intelligence Analyst, Norfolk & Waveney ICB

Norfolk and Waveney ICB Programme Manager for Population Health Management. Samantha has a background in Business Intelligence and computer programming, bringing a unique perspective to PHM.

Developing and delivering innovative projects in the healthcare sector, using data analytics to identify trends, improve patient care, and reduce costs. Samantha envisions a future where population health management seamlessly integrates data, technology, and human expertise to drive better health outcomes for communities.

Dr Rozelle Kane

MA OXON, BChir CANTAB, MBBS, Imperial College London, PGDip Digital Health

NHS Digital leadership academy 2021-22, Clinical lead for digital Cambridgeshire and Peterborough ICS, Clinical entrepreneur NHS England dept of Innovation.

Primary care doctor and NIHR Academic Clinical Fellow, CCIO, strategy lead, and clinical safety officer. Focused on improving predictive accuracy of disease and delivering technologies to improve care.

Dr James Ferguson
GP & Eclipse Core20PLUS5 Lead

Dr Ferguson is a new member of the ECLIPSE team. He will be leading on our Core20PLUS5 projects.

He is a GP in a Deep End surgery in Cambridge, he currently holds a Deprivation Trailblazer fellowship with NHSE and also spends time working for the Cambridge and Peterborough mental health trust. Prior to studying medicine, Dr Ferguson was a research scientist in both the public and private sector.

Dr Sebastian Brown
Eclipse Digital Transformation Lead

Dr Sebastian Brown is a hospital clinician who was part of the award-winning COVID PROTECT team, providing the optimisation and support for healthcare in vulnerable patient groups through virtual hubs.

He leads on Eclipse’s digital patient engagement platform which aims to improve population health management and equitable patient-led care, while reducing workload and cost to the NHS.

Catherine Green
Eclipse Patient Engagement Lead

Catherine is the Engagement Lead for ECLIPSE. She is a registered mental Health nurse with over 30 years experience working with vulnerable patients in both hospital and community settings. More recently she worked in the NHS with adults with severe and enduring mental health problems as part of a community Mental Health team.

Julian Young
Eclipse Partnership Lead

Julian worked for 14 years with AstraZeneca within a variety of roles culminating as Commercial and Supply Chain Manager. He was the Commercial Operations Director for Proteus Digital Health between 2011 and 2015. He has been part of the Eclipse team since 2015 as the operations lead.

Karen Kendle
HCA, Swaffham and Downham PCN

Karen has worked as the lead HCA for Dr Brown’s team for the last 10 years and has helped to develop the enhanced use of HCAs for healthcare implementations and engagement with vulnerable patient groups.

Paul Taylor
Eclipse Training and Implementation Lead

Paul leads on the Eclipse training programmes. He oversees the implementation and training across the ICS areas using Eclipse with the regional account managers, and the service support team. He is there to ensure your region receives ongoing and impactful support for your Eclipse programmes.
